Canada y los Americas

Stephen Harper est en tournée en Amérique du sud et dans les Caraïbes ces jours-ci. Le Premier ministre a décider de réaffirmer l'importance des Amériques pour le pays. Pour l'instant l'impact de cette mission devrait être modéré, mais à plus long terme, c'est un virage politique qui sera vraisemblablement très important.

Ce réalignement stratégique du Canada aura de bons effets. Plusieurs des grands pays riches sont très actifs en Afrique, par exemple la France et le Royaume-Uni, à cause de leur passé colonial. Dans les années 1960, avec la dualité linguistique canadienne, le gouvernement avait accéléré son aide aux pays d'Afrique francophone pour ainsi bien distribuer l'argent entre les régions francophone et anglophone du continent.

Sans être aussi pauvre que l'Afrique, l'Amérique latine est la région du monde qui souffre de la plus grande inégalité de la distribution des richesses et des terres. Certains pays se portent mieux que d'autres, mais en général, le niveau de développement reste inadéquat suite à la "lost decade" des années 1980' alors que la région a connu une croissance nulle.

Le Canada peut réellement aspirer à jouer un rôle important dans les Amériques. Outre les États-Unis, les autres pays ayant des liens très fort avec le continent sont l'Espagne et le Portugal. Les USA ne font certes pas l'unanimité dans la région alors que l'Espagne et le Portugal ne peuvent certainement pas rivaliser avec le Canada au niveau du potentiel d'assistance et d'aide au développement.

Bref, ce virage du gouvernment Harper est prometteur et apportera de bonnes choses si l'on continue à bien développer la relation avec la région.

Stephen Harper is making a tour of South America and the Caribbean these days. The Prime minister has decided to reaffirm the importance of the Americas for the country. For now, the impoact of this mission should be modest, but in the long run, this political shift should most likely be very important.

This strategic realignment of Canada will have good effects. Many powerful States are quite active in Africa, for example France and the United-Kingdom, because of their colonial past. In the 1960's, because of the canadian linguistic duality, the government started to accelerate its aide to the French Africa, thus distributing resources between the French and English regions of the continent.

Despite not being as poor as Africa, Latin America is the region of the world with the biggest disparities of wealth and land distribution. Some countries are doing better than others, but overall, the level of development is inadequate following the "lost decade" of the 1980's when the continent experienced no growth at all.

Canada can really aspire to play an important role in the Americas. Other than the USA, the other countries that have strong links to the continent are Spain and Portugal. The USA do not get unanymous support from the region while Spain and Portugal can't really compete with Canada regarding the potential of assistance and aide for development.

In brief, the shift of the Harper government is promising and will bring good things if we continue to develop the relation with the region.
